In view of the emphasis laid on the capacity building of the planners and administrators at the state level in NPE (1986) and POA (1992), the U.P. EFA Project included the proposal for the establishment of an institute to impart training in planning and management to the educational functionaries in Uttar Pradesh. As a result of this proposal, the State Institute of Educational Management and Training (SIEMAT) was established at Allahabad on 05.04.1995 under the societies registration act, 1860. The Memorandum of Association was registered in April 1995 and since January 2001, it is aided by Govt. of Uttar Pradesh. SIEMAT is a premier organization dealing with capacity building and Research in the field of Educational Planning & Management in Uttar Pradesh.
REGIONAL RESEARCH AND RESOURCE CENTRE (RRRC)
SIEMAT has come a long way since its inception. It has acquired the distinction of being a centre of excellence dedicated to the cause of bringing about qualitative improvement in elementary and secondary education. The elevation of SIEMAT to a regional status with the formation of Regional Research & Resource Centre (RRRC) vide its executive committee's meeting on 29.09.1998 on MHRD's recommendation is a compliment for its institutional capacity. The SIEMAT has been entrusted with the responsibility of imparting training, providing consultancy services, conducting researches and evaluation studies for Hindi-speaking States, namely, Bihar, Madhya Pradesh, Rajasthan, Uttaranchal, Himachal and Uttar Pradesh, Daman & Div. Besides this, training programmes are also conducted on the basis of demand made by them.
