SIEMAT was established in the year 1995 under U.P. Basic Education Project It is run by a society registered under Societies Registration Act 1860. Since January 2001, it is aided by Govt. of Uttar Pradesh. It is a leading Training and Research Institute in the field of Educational Planning & Management in Uttar Pradesh.

The State Institute of Educational Management and Training (SIEMAT) comprises of five Departments. It has an outstanding multi-disciplinary faculty and a library which is well stocked with a large number of books, national and international journals and official documents in the area of educational planning and management. In addition to its multifarious activities, SIEMAT offer a six months Diploma in Educational Management for Educational Professionals at Secondary Level. The research programmes in SIEMAT cover all levels and types of education from both national and international development perspectives. Over a period of time action research has helped the professionals to resolve school level problems using a scientific approach.
